Transparency Act Statement – issued June 2025

Aviation Fuelling Services Norway AS (AFSN) is a Norwegian company established on 1 July 2015, following the transfer of Shell’s downstream aviation operations in Norway to St1. AFSN originated from AS Norske Shell and carries forward several decades of aviation fuelling expertise in the Norwegian market.

AFSN is a 50/50 marketing joint venture between Shell and St1. The company delivers, distributes, sells, and markets aviation fuels—both conventional Jet A-1 and Sustainable Aviation Fuel (SAF)—to airlines, military installations, and bulk customers via truck, vessel, and airport-based infrastructure.

AFSN is one of the three active suppliers of Jet A-1 to commercial aviation in Norway and plays a growing role in enabling both mandatory and voluntary SAF supply, supporting national climate goals.

Operationally, AFSN is structured across four core areas: Finance/IT, Sales, Supply, and Operations/HSSE. Functional leaders report to the CEO, who is accountable to a board comprised equally of representatives from Shell and St1. The company’s highest authority is its Annual General Meeting.

In addition to its in-house capabilities, AFSN draws on the expertise of its owners through cooperation agreements covering technical services, product quality, engineering, HSSE, governance, insurance, and supply chain management. Further information is available at www.afsn.no. www.afsn.no.

Our Commitment to the Norwegian Transparency Act

AFSN is fully committed to the principles of the Transparency Act (Åpenhetsloven) and works proactively to promote respect for human rights and decent working conditions in its supply chains and operations.

Covering 2024, AFSN conducted a full supplier due diligence process aligned with the Act. The structured survey focused on legal compliance, labor standards, ethical conduct, and environmental risk. The results did not reveal any major findings. While several opportunities for improvement were noted—particularly around environmental preparedness—none indicated breaches of legal or ethical minimum standards.

AFSN will continue its due diligence efforts in 2025, supported by improved documentation, updated contractual expectations, and supplier dialogue to address evolving compliance requirements.

Sustainability Milestones in 2024–2025

AFSN’s 2024 Sustainability Report marks a major step forward in our transparency and accountability. Key highlights include:

In 2025, AFSN has initiated its first commercial book-and-claim SAF offering, designed to help customers report Scope 1 or Scope 3.6 emissions reductions. AFSN is also now certified under EU-recognised voluntary schemes (second half of 2025), which strengthens the traceability, credibility, and reporting alignment of our SAF supply.

These efforts are part of AFSN’s broader mission to support a transparent, ethical, and climate-aligned aviation sector in Norway. Through partnerships with regulators, corporate customers, and civil society, we aim to make low-emission aviation a reality.
