Aviation Fuelling Services Norway AS (AFSN) was established on 1 July 2015, following Shell's completion of the sale of its Downstream business in Norway to St1 from Finland on 1 October 2015. AFSN is a demerged company originating from AS Norske Shell, comprising former Shell-owned aviation activities and several decades of representation in Norway.
AFSN is a Marketing Joint Venture equally owned 50/50 by Shell and St1, registered as a corporate entity in Norway. Its purpose is to deliver, distribute, sell, and market aviation fuels to airlines at airports and bulk customers via truck, vessel, or self-pickup.
AFSN is one of the four active oil companies in Norway selling Jet A-1 to airlines at airports and bulk to the Norwegian local military at their installations.
In addition to its own capacities and competencies, AFSN has support and cooperation agreements with its owners, Shell and St1, in areas such as commercial service, technical service, product quality & development, sustainability, engineering, health, safety, security and environment (HSSE), governance & assurance, insurance, supply, and distribution.
Organizationally, AFSN is structured functionally with finance/IT, sales, OPS/HSSE, and supply as areas. All functional managers report to the CEO, who in turn reports to the AFSN board, consisting of four members - two from Shell and two from St1. The company's top forum is the Annual General Meeting.
Conducted a comprehensive due diligence survey in 2024
AFSN remains dedicated to upholding the principles described by the Norwegian Transparency Act, advocating for transparency, accountability, and ethical conduct throughout its operations and collaborations. In early 2024, AFSN undertook a significant initiative to conduct a comprehensive due diligence survey across its supplier network. This survey assessed their compliance with essential principles, focusing on areas such as legal and ethical compliance, sustainability initiatives, social responsibility, and overall risk management practices.
The survey findings indicated varied levels of compliance among AFSN's suppliers. Many excelled in maintaining high ethical standards, legal compliance, and robust sustainability programs, which are vital to the integrity and reliability of AFSN's supply chain. However, the survey also revealed vulnerabilities, particularly in managing environmental risks and preparing for emergencies. Addressing these issues is crucial not only for ensuring compliance with standards but also for enhancing operational resilience.
In light of these findings, AFSN plans to implement a series of targeted actions aimed at promoting continuous improvement and providing necessary support to its suppliers. This strategy includes ongoing assessments and updates to practices, tailored support to address identified vulnerabilities, and collaborative initiatives to boost performance, particularly in sustainability and emergency preparedness.
The due diligence exercise underscores AFSN’s commitment to fostering a transparent, ethical, and compliant business environment. By pinpointing both areas of strength and opportunities for improvement, AFSN is well-positioned to formulate effective strategies that strengthen its supply chain integrity and reinforce compliance with the Norwegian Transparency Act. Through proactive engagement and a commitment to gradual enhancement, AFSN aspires to maintain its leadership in promoting corporate responsibility and ethical business practices.
